Dr. Thilo Richter
Thilo Richter advises clients from the energy industry on regulatory and energy law issues as well as on state aid law and sector-specific antitrust issues.
He supports his clients in administrative proceedings before regulatory and competition authorities as well as in contract negotiations. Thilo Richter has many years of experience in conducting legally and economically complex proceedings before state courts and arbitration tribunals. The transformation of energy markets is associated with intensive state intervention in the market. Thilo Richter supports his clients in assessing and overcoming the economic and legal challenges involved. In particular, he advises on new regulatory regimes, such as the coal phase-out, renewable energy law and the limits of state market design through European state aid law and constitutional law. Beyond the energy sector, Thilo Richter brings his expertise in public commercial law as well as state aid and antitrust law to bear, for example, in advising water utilities and companies in the wholesale and retail sectors.
Thilo Richter is a founding partner of LEITFELD Rechtsanwälte. Previously, he was an associated partner at Flick Gocke Schaumburg in Bonn, where he helped establish the energy law department. From 2006 to 2016, he worked at Freshfields Bruckhaus Deringer as a lawyer in regulatory law and public commercial law with a focus on the energy sector.
Thilo Richter studied and obtained his doctorate at the Rheinische Friedrich-Wilhelms University in Bonn, where he also worked as a research assistant. During his legal traineeship, he worked in Wellington, New Zealand, in a non-profit legal advisory organisation. Thilo Richter is a member of the German Institution of Arbitration e.V. (DIS).
Thilo Richter regularly publishes articles in legal journals, contributes as an author to legal commentaries and gives specialist lectures. He is recommended by JUVE and Legal 500 as a lawyer in energy law. According to the Handelsblatt/Best Lawyers ranking, Thilo Richter is one of the best lawyers in energy law in Germany.
